Je rozdelen\u00fd do jasne definovan\u00fdch f\u00e1z tak, aby postupne vzniklo prv\u00e9 plne funk\u010dn\u00e9 vod\u00edkov\u00e9 \u00fadolie na Slovensku \u2013 od pl\u00e1novania a\u017e po
